BPO or EOR - what's the difference and which is right for me?

It comes down to who owns the outcome.

  • Full-Service BPO: We hire, train, manage, and run the team. You buy an outcome (resolved tickets, clean claims, closed books). Best when you don't have a strong ops manager, want fast turn-on, or want a single SLA-backed throat to choke.
  • Employer-of-Record (EOR): We hire under our entity in the Philippines, handle payroll, benefits, statutory compliance, office, and IT. You manage the team day to day - they sit in your Slack, your tools, your culture. Best when you have a strong ops manager, want long-term embedded talent, and care about cultural integration.

You can also start in one model and migrate to the other as you mature.

How does CX Horizon Services deploy AI?

AI is a copilot for trained operators - not a replacement for them. Where it adds verifiable lift, we use it. Where it adds risk without lift, we don't.

  • Healthcare RCM: Coding-assist (CPT/ICD-10 suggestion + human verification), denial-prediction models, automated payer-specific edits, eligibility automation.
  • Financial Services: Document extraction (KYC, statements, tax docs), reconciliation matching, transaction-monitoring triage, anomaly flagging.
  • Growth Operations: CX classifiers and macros, response drafting in shared inboxes, ticket routing, knowledge-base summarization, agent-assist for complex queries.

What we don't do: ship an AI agent and call it our service. Every AI workflow has a trained human in the loop. Productivity lift is real but specific to the workflow - we'll quantify it before we charge for it.

Where are you located?

Our delivery hub is in Bonifacio Global City (BGC), Taguig, Metro Manila - the heart of Philippine financial services and BPO. Specifically:

We can also stand up dedicated workspace in alternate Metro Manila locations or other Philippines metros (Cebu, Davao, Clark) for engagements that need geographic distribution or DR coverage.

How do you integrate with my CRM and systems?

Two patterns:

  • Direct access: We work in your tools - Salesforce, HubSpot, Zendesk, Intercom, Gorgias, your EHR/PMS, your AP/AR system, your data warehouse - via named user accounts with role-based access. No data leaves your environment.
  • Bridged access: Where direct access isn't feasible (legacy systems, tightly scoped data), we use VDI, jump-host, or task-based handoff via a secure shared workspace.

Common integrations we've stood up: EHRs (Epic, Cerner, athenahealth, eClinicalWorks); PMS (Kareo, AdvancedMD, NextGen); Helpdesk (Zendesk, Intercom, Gorgias, Front, HubSpot Service Hub); F&A (QBO, Xero, NetSuite, Bill.com); CRM (Salesforce, HubSpot, Pipedrive). If it has a documented workflow, we can run it.

Do you provide office space too?

Depends on how you want the team to work. If you want them in a physical office, yes - we provide secured seats, equipment, network, and IT support across our partner facilities in Manila. If you'd prefer they work from home (common for individual contributor roles in non-regulated work), we provide the equipment, secure network setup, and IT support to do so. Either way, you don't need to lease space or stand up infrastructure - that's our problem.

For sensitive engagements (PHI, PCI, regulated financial data), we strongly recommend on-site delivery from secured zones with restricted physical access, RFID/biometric entry, CCTV, USB-disabled production machines, and visitor sign-in protocols.

Can I start small and scale later?

Yes - and we recommend it. Most engagements start as a 1-5 FTE pilot for Employer-of-Record (EOR) work, or 10-12 FTEs for Full-Service BPO, scoped to one workflow with measurable outcomes. Once the team is hitting SLA and you're comfortable, we scale.

This protects you against scope creep, gives you real performance data to expand on, and de-risks your first offshore relationship.

How long does it take to onboard a BPO/EOR team?

Two timelines worth distinguishing - they're often conflated and they shouldn't be:

Time to hire (2-6 weeks): From contract signature to a live team, ready to start your training. Covers SOP capture, KPI definition, recruiting, and system access setup. Roughly:

  • Week 1: Workflow discovery, SOP capture, KPI definition, system access setup.
  • Weeks 2-4: Recruiting and panel review (interview steps differ by engagement model - see below).
  • Weeks 4-6: Offers, contracts, equipment provisioning, team stood up.

Time to productivity (varies): From a live team to one running independently at SLA. This depends entirely on your process and the training duration it requires - anywhere from a week (light back-office) to several months (clinical coding, complex KYC, financial reconciliation). We design a calibration plan for your specific process and tell you up front what to expect.

Can you support multiple geographies or time zones?

Yes. Manila sits at GMT+8, which means we can run dedicated shifts that cover US East Coast (overnight in PH), US West Coast (early morning PH), Europe (afternoon PH), APAC business hours (PH morning), or 24/7 follow-the-sun coverage. We staff to your shift pattern - not the other way around.

Do you provide part-time or project-based resources?

Yes for project work (one-off migrations, data clean-up, transcription bursts, peak-season coverage). For ongoing work, we strongly recommend full-time dedicated FTE - the quality and continuity gap between dedicated and shared resources is meaningful, especially in regulated or technical workflows.

Talent sourcing and staffing

How do you recruit and train staff for my project?

Recruiting goes through a 4-stage filter: sourcing (we tap our network plus targeted job-board posting), screening (English fluency, role-specific competency tests, behavioral interview), client panel (you interview the shortlist), and offer.

Training is two layers: (1) general - data security, HIPAA/PCI/SOC2 hygiene, communication standards; (2) account-specific - your SOPs, your tools, your tone-of-voice, your edge cases. For regulated work (RCM, KYC, financial reconciliation), training includes a calibration period before staff go live in production.

Can we interview candidates before hiring?

Depends on the engagement model:

  • EOR: Yes - we screen and shortlist; you make the final hiring call. Most EOR clients interview every candidate, especially for team leads and specialized roles (clinical coders, paraplanners, accountants).
  • BPO: No - we own the hiring decision. As your service provider, we're accountable for the outcome (SLA, quality, throughput), so we own the staffing. If a specific person isn't working out, request a profile change and we'll redeploy.
Who handles labor laws, payroll, and statutory compliance?

We do, in both BPO and EOR models. That includes Philippine labor law compliance, payroll processing, withholding taxes, SSS (social security), PhilHealth (health insurance), Pag-IBIG (housing fund), 13th-month pay, leave entitlements, and statutory benefits. You get clean invoices in your currency; we handle everything underneath.

What legal protections are in place if I terminate a contract?

Standard MSAs include defined notice periods (typically 30-60 days for BPO, 60-90 days for EOR), documented exit/transition assistance (knowledge transfer, hand-back of SOPs and tooling, optional staff retention support), and clear data-return and destruction provisions.

Do we need a local entity to hire employees through an EOR?

No - that's the entire point of EOR. We are the legal employer in the Philippines. You don't need to set up a Philippine entity, register with the SEC, navigate BIR registration, or take on any local employment liability. You get embedded talent that operates inside your team, without the ~6-12 month and 6-figure cost of standing up your own entity.

Are employees fully covered under benefits like health insurance, taxes, and social security?

Yes - across the board. Statutory benefits (SSS, PhilHealth, Pag-IBIG) are mandatory and we administer them. We also provide private HMO coverage above statutory minimums, paid leave, 13th-month pay, transportation/meal allowances where applicable, and performance bonuses. Treating people well isn't just ethical, it's how we keep attrition below industry norms.

How do you ensure data security and compliance with our systems?

Layered controls:

  • Physical: Restricted floors with RFID/biometric entry, 24/7 CCTV, USB-disabled production machines, no personal devices in secure zones.
  • Network: Segregated environments, hardened endpoints, EDR/anti-malware, TLS for all data in transit.
  • Access: Role-based access control, least privilege, periodic access reviews, unique credentials, MFA.
  • Compliance posture: Aligned with HIPAA (BAA-ready for healthcare clients), PCI DSS (for payment-handling work), SOC 2 Type II Ready, and the Philippine Data Privacy Act of 2012. Partner facilities maintain ISO/IEC 27001 and SOC 2 Type II certifications.

Yes. Every engagement comes with a defined reporting cadence:

  • Real-time: Live dashboards in Looker/Power BI/your tool of choice, or your native system reporting (Salesforce, Zendesk, etc.).
  • Daily: Volume, SLA adherence, quality scores, exceptions.
  • Weekly: Trend analysis, root-cause on misses, headcount status.

How is pricing structured for BPO and EOR services?

Two pricing models, both transparent:

  • BPO: Per-FTE monthly rate (most common) or per-transaction unit pricing (e.g., per claim coded, per ticket resolved). The per-FTE rate is fully loaded - it includes salary, statutory benefits, HMO, seat, equipment, IT, supervision, and our margin.
  • EOR: All employee costs passed-through on actuals, plus a flat per-FTE monthly management fee. You see exactly what the employee earns, statutory employer deductions, and costs for Health/Life Insurance as applicable. We charge a fee for our employer-of-record service, DOLE and statutory compliance with several government bodies, and ongoing HR/admin.

Transition & transformation

Provider transitions and modernization

Can you help us transition from an existing BPO provider?

Yes - this is a common starting point. Typical transition runs 6-10 weeks and includes:

  • SOP and knowledge capture from your incumbent (we build a clean operating playbook).
  • Parallel-run period where your incumbent and our team operate side-by-side until quality is calibrated.
  • Phased volume cutover (we don't recommend "big bang" cutovers).
  • Optional retention of select incumbent staff under our EOR (where it makes sense and they're willing).

We've done this on healthcare RCM, F&A, and customer support transitions. Goal is zero drop in service quality during the switch.

Can you assist with digital transformation and AI adoption in our processes?

Yes - it's a core part of how we run. We won't hand you a slide deck about "AI transformation" - what we'll do is:

  • Audit your current workflows and identify where AI/automation removes meaningful effort (vs. where it just adds risk).
  • Pilot the change in a contained scope with measurable before/after.
  • Productionize what works, kill what doesn't.
